1990 Toyota Corolla Tell Causes Surging Power Loss Looking Right

Please tell me what causes surging and power loss,? am I looking in the right direction thinking the alternator or carburettor are at fault for the problem.. as the surging gives the direct impression its power is going to die in the midst of driving and can be very scary when approaching hills.I have cleaned the top section of the carburetta and checked the timing and the spark plugs and yet it still persists...do you think one of the two mentioned could be at fault and if not what do you feel it could be..? I thought the surging was initially a blockage but with a developing power loss im leaning toward a slowly expiring alternator...?
