I have a 1990 toyota corolla 143,000 miles with the 1.6 4AFE engine, It loses power going up hills. The tranny is good and the previous owner told me it had a tune up but it only loses power going up hills under 3,500rpm once it gets over 4,000 it picks up.

I would be still considering a transmission problem, i would be getting it checked over by a trans specialist, go get a test and report done, this will tell you if it is a trans problem.

Cable attaches to throttle body cam. With engine off, rotate cam to wide open throttle. You will see a small ball attached to cable, it should extend 1mm from end of shield.

I checked the throttle valve cable and everything seems to be fine, Do you think it could be a clogged catalytic converter? I put my hand over the tailpipe and there is exhaust coming out but not much pressure at all

A plugged cat will also be flat under normal flat driving conditions as well.
