Toyota Camry Battery Problem

I have a 1990 Toyota Camry LE that during warm months always cranks just fine, but as cooler weather approches on cold days it either hesitaes before cranking or does not start at all. The battery is fairly new so I am unsure if this is an ignition problem, cable problem or just a cold battery.

Have the battery tested. Clean and retighten battery terminal connections and ground circuits.
