Toyota Camry Steering Problem

Lately when I am first starting to steer my car out of my parking space, the steering is very difficult. It feels like I don't even have power steering, checked my power fluid levels, seems to be ok. However, when I continue driving the stiffness goes away somewhat, but not as bad. Would like to have it with no stiffness. Anything else it could be? Thank you

It could be a weak pump or a bad rack and pinion.
