Is this possibly a relay situation, and where should I look. Fuses are in tact

I have a 1990 Hond aaccord ex. My fans do not come on by themself as the car is running. I have to have the ac on and the air blowing before the fans work. Both fans come on at the same time when I turn on the switch., Any Suggestions?

Sounds like the relays work if the fans come on with the ac i would check the coolant fan switch.

Coolant fan switch is attached to thermostat housing. Disconnect it and bridge the terminals and if fan runs when ignition switch is turned on, the fan switch is bad.
