My alternator wont charge when lights are on

You probably just have a weak alternator the first thing I would do is have the alternator and battery tested. Also make sure your battery cable's are clean and tight.

I done all that the batt is new and the alt is puttin out 14.57 at night when I cut the lights on it will not charge it kills the batt in no time?

So what does the battery voltage read with the light's on?Are your battery cable's clean and tight?Your going to have to check the voltage going into the alternator with the head light's on and see where your loosing the supply voltage into your alternator.

With the lights on it reads 12.47 and drops especially when u throttle it up when I pull the headlight fuses the light on the fuse I pull only goes dim not out?

I would make sure you have a good ground to your headlight's.
