1990 Ford F 150 Truck Doesn T Start Mechanic Already Changed Fuel Pumps Pump

My truck doesn't start. My mechanic already changed the fuel pumps, the fuel pump relays,and eec relay. But when he puts starting fluid on it, it starts right away. What could be the problem? Can anyone else please help?
