1990 Chevrolet Lumina Chevy That Runs Accelerates Fine You Slow Down Let Off Gas

I have a 1990 chevy lumina that runs and accelerates fine but when you slow down or let off the gas it flutters and wants to stall, then when you accelerate again it runs fine. I replaced the idle air control valve and the fuel filter .What else might be the problem? Wayne
