i think my belt is too tight and i want to adjust the tension. is this
done on the idler tensioner?

It is a spring loaded tensioner. There is nothing to adjust.

If the tensioner isn't bottomed out, then you don't have a problem.

I have a loud squeaking problem, I cant seem to figure out if its the power steering pump or the alt. With the motor running i can torque the tension off the belt a bit and the squeak stops. I have recently replaced the alt so I don not think that the squeak it coming from it.

You've got an issue that needs to be diagnosed correctly. You're just taking wild guesses and I can't help you because I'm not there to see it.
