Instrument cluster back light will not turn off

Instrument cluster back light will not turn off. On the bottom of the instrument cluster is a space used for messages. It has a back light that will not turn off when you turn off the car. If you remove fuse 20 under the hood the light goes out, but the fuse must remain out. Any ideas?

Pulled the lamp control Module and back light remained on.?
