Replaced the master cylinder in 1989 toyota cressida and rear pumps fluid fine but fronts are intermitent, tried vacume bleed and drew out fuid from caliper to the point it withdrew from rotor. Tried pressure bleed and get no fluid at caliper? ABS?

Sounds like you need to check the flex hoses, remove the line at just before flex hose, does fluid come out now? If yes replace the hoses, Next remove the bleeder from the caliper, does it flow good now? If yes replace bleeder(clogged with dirt).

Replaced the flex hoses and bleeders are free and clear

Really bench bleed master, or open bleeders on front and allow them to gravity bleed. Don't let master go empty!

If no fluid leaks out return the master for another one. Compensting port is blocked.
