1989 Toyota Corolla Dizzy Rotor Spinning Turn Over Engine Replaced Coil

Dizzy rotor not spinning when i turn over the engine.. Replaced coil no improvement. What is the most likely cause/problem for this? Timing belt? Faulty distributor? Other?

WITH THE ENGINE OFF.....CAN YOU TURN THE ROTOR BUTTON (AND IT'S SHAFT) WITH YOUR FINGERS?
