Jeep Wrangler Air filter Problem

Please advise what the nipple on the outside of the air filter housing should be connected to? I bought the car recently and noticed that the nipple has no air hose connected to it. I just changed the spark plugs but the engine continues to run rough, especially when starting. Once it reaches operating temperature, it runs much better.
