I'm having trouble passing emissions, hydrocarbons are high.

I've done a tune up and the rotor button, distributor & plug wires are only a yr old. Set the timing but it seems like it's getting too much fuel (I can smell it) plus it's cutting out. Is it possibly the O2 sensor? I'm at a loss.
