Just replaced belt but it is not spinning as if it stuck

-Was it doing that before you replace it and what belt? Sounds like the engine is seized-up-try turning the crankshaft manually and see if it'll turn 360 degs-start here

No it was not. I belive it is called tension idler. It cotrols power on alternator power sterring fan. It one big belt

Sounds like a pulley is frozen -check by hand if each can turn easily-Is this a new tensioner if not could be defective-

They all spin except one. Belt is what got replaced yes brand new
