Can a front wheel bearing be bad even if there is no vibration or noise at speeds up to 70mph+ ?

A friend of mine has been told that her front wheel bearing is bad, by a mechanic that grabbed the tire and was able to get movement. It is a 89 Dodge RAM pickup 4x4 and has absolutely no vibration in the steering even at 70mph. The mechanic was hired to change the belts. What else could this be? It seems that she would hear or feel something if the bearings were bad.
