what does it mean when my e-break or parking flickers on and off when I turn on my truck, And how do I fix this problem?

Start by checking the level of the brake fluid in the master cylinder reservoir. If it is low, do not fill it to the top. Just add a little clean fluid from a sealed container, then have the front brakes checked for wear. Be very careful to not get any petroleum product mixed in with the brake fluid. The slightest hint of engine oil, transmission fluid, or power steering fluid will cause problems.
