1989 Chevrolet S 10 89 S10 2wd 4 3l Cranks Over Will Start Possible

i have a 89 s10 2wd with the 4.3l. it cranks over but will not start. My question is, is it possible for the fuel pump to work sometime but not other or is it the relay?
