Car wont start new everything even fuses

89 Chevy caprice 305 tbi 2 barrel, won't start new fuel tank, sending unit, pump, filter, no leaks. When key half chocked fuel pump turns on but won't turn over. New spark plugs. No wire problems.
Don't know what it can be. Sounds like the
fuel is not getting to engine.
What else can I do.

If it cranks good but won'tstart, have a xhelper crank it, while you check for spark at the plugs. If you have spark everywhere, use a gage and check fuel pressure. Any applicable mil codes? You can check those yourself.

With TBI, you should be able to see injector spray pattern, engine cranking, anything?
