Throttle position sensor not working

Why won't my IDL-E2 TPS Terminals register ohms when rotated by throttle shaft but deflects ohms when rotated by hand? I loosened the mounting screws on my TPS & it won't regiser ohms when rotated all the way back & forth. I removed it from the throttle body & it the deflects ohms when turning internal butterfly spindle by hand. Why won't it just get within the correct range w/mounts loose & rotating Clckws/Crntrclkws?

VTA-E2 0.2k-0.8(throttle closed);k0.4k
IDL-E2 less than 2.3K(.57mm);nada
IDL-E2 infinite/open(.85mm);no dice
VTA-E2 3.3k-7k(throttle open);4.0k
Vcc-E2 3.0-10k(constant); 5.0k

Turn TPS clockwise till reads continuity tighten. Place.022 between throttle stop and lever if it slide then reconnect your done
