1988 Jaguar XJ6 Repair Question

Jaguar XJ6 Click Problem
I thought when the directional signal repeats faster then normal it meant that a bulb was out, but when I repaired all bulbs and fuses, and checked any relays, all lights work but the click click of the directional signal will still go intermittantly faster. Right and left signal is the same.

the flasher may be the issue if all bulbs are working
