What is wrong with too much oil in a car engine, any negative effect

Slight overfill is ok. Too much in excess would cause performance loss, high blowby gases and oil can be pressurrised into the air intake system resulting in smoke emission.

Draining off the excess would be the easiest solution.

One more question, my car was parked about two years and I was driving it with broken break hose then I got replaced but the thing is that a break light in the dash board keep coming on once I start the engine it stays off but once I press the break one the break light come one and stays on. What must I do to fix this

Check the brake lights. One or more of the bulbs should be faulty. That is the brake bulb failure indicator.
