1988 Ford F-450 Repair Question

My F450 revs out.
I have a F450 rollback for some reason it will not go over 50mph and sounds like the engine is going to come apart. can you please give me some ideas.

It is a stick i think it might be the governor but i don't know for sure that is why i am asking

maybe clutch is slipping? how many speeds? try taking off in a higher gear gunning it and see if it slips or stalls.
