1987 911 engine will not start

Vehicle has been sitting for 3 years. put in 3 gallaons of gas and replaced battery. Engine turns over but will not start

Do you hear the fuel pump when key at run position if so-Check the fuel pressure if its within specs-start here

I did not hear the fuel pump at run position, I checked voltage at the fuse block ( 9.84 volts) while egnine is cranking. I revieved the same reading at the fuel pump. When the kep is turned to the on position, I get no voltage reading. Is that normal?

Check and test the fuel pump relay

I checked the voltage at the relay....everything was fine but I changed the relay anyway. I still do not hear anything at the fuel pump but I can feel it click when I try to start it.
