windshield wipers work, then fail, work, then fail. What should be done to fix this off and on problem?

Do you have an interval pulse control? Turn the control more forward.
White wire at wiper motor goes hot/voltage with key on. The other color wires are grounds. On and off, high and low speeds are controled on the ground circuit. You have to do some testing.
