1986 chevy nova overheating, I dont see any water on ground and I can touch the radiator (isnt that hot nor really steaming) How should I start and were to look?

Get a head check done first, this is a simple and quick chemical test to check for Co in the cooling system, if so you will have a head problem.

If your car is overheating and your radiator is cool it's bad. It should feel warm/hot all over if there are cold spots you need a new radiator. Make sure your thermostat is ok though.
