1986 Chevrolet Caprice Repair Question

What causes Caprice to lose power after engine has warmed up?
After starting cold engine, it starts right away and feels powerful and drivers nice, but after it goes to closed loop the gas pedal starts to feel "loose" and the car starts to lose power badly.
I can't put gas pedal to the floor even with cold engine because it starts to feel its choking and does't go anywhere. ECM codes says "lean exhaust" and sometimes lean & rich exhaust at the same time.
I've changed Oxygen sensor, TPS, filters and those didn't help much.

Check the fuel pressure if its within specs-start here
