Just had a 383 stroker freshly built with roller rockers and after break in one roller rocker isnt rotating up and down as much as the rest yet oil is being pumped through pushrod. There is a slight tick and cam is.488/.510 so lift is quite high. The pushrod isnt bent and is same length as rest. Also the nut with set screw is threaded onto that stud deepest of all rockers. I had engine and heads all profesionally built and assembled, I just installed the engine into my truck. Do you think the cam lobe is bad, only drove 60 miles total on rebuild.

Sounds like there might be an issue with the cam follower. I doubt the cam is bad.

What could I do to see if it is the cam follower? I have a warranty for the engine, it should be covered dont you think?

Yes, absolutely. I would call the responsible party before proceeding any further.
