1982 Toyota Corrola, you are a carburetor, if the choke stays closed you will use a lot of fuel, if you spark plugs are not set right you will use a lot of fuel, its mainly a tune up and being proper fuel control, also hows the transmission doing if it slips (if automatic) you will use a lot of fuel. Anytime there is a fuel consumption issue, it put it in fuel control. That's tune up, proper idle and timing check,
