Did the 1978 Dodge Aspen have park lights that came on when you turned the key on like daytime running lights or does this mean there is a short in the wiring.

Absolutely not. That silly gimmick didn't show until much later on GM cars. Your car still relies on common sense and for you to decide for yourself when the lights should be on. You do that by pulling out the light switch.
