First check the choke pull-off. Remove the vacuum hose, push the linkage in to the energized position, hold your finger over the vacuum port, and release the linkage. It should stay engaged, and release when you remove your finger from the port. If it releases right away, the diaphragm has a leak and the unit must be replaced.
