Truck will not start

I have a 1976 Ford F-150 Stepside, FE-360, 2 BL Carb. I just changed the Head gaskets. The manifold and heads were straight. I set timing at TDC, checked the piston on #1, checked the distributor and put on a new starter solenoid, new fuel pump, new fuel filter, new plugs, wires, new cap and rotor and even charged the battery. Everything lines up perfect.
The truck ran good for about 20 minutes. After checking the timing, setting the idle and stopping the motor to check the fluids it will not start back up.
I hear a click on the starter solenoid but it won't turn over. Its getting fuel, and power at the solenoid and coil.
I checked the fuses, tried jumping the battery, bypassed the solenoid and taped the solenoid and starter with a hammer. Nada.
Could it be the starter? Or something else I may have missed?
