Cold starts too fast

Hi, my truck listed above 302 with 2bbl carburetor runs wide open when starting cold. I tried it several weeks earlier, it was fine. I noticed the small spring on accelerator rod was hanging loose and attached in on to metal piece, not sure it is in right place. Tried rotating electric choke, did not help. What other checks can I do? Also, what fuse amp should the wire for electric choke clip into on fuse box? That is where previous mechanic hooked it up, could it be the choke is just not working because of that? I have it in the fuse for windshield wiper now, a 3 amp fuse. I used carburetor cleaner on linkages. Are there any adjusting screws to check? Thanks for any help!
