Automatic transmission problem. Will not shift into high gear unless you let off gas and when you step back on gas goes back into second. Have chaned the modulator.

Check modulator valve for fluid. If there is, replace the valve.

Check the throttle cable as well.

There is a governor gear on the side that dishes out and delays shifting. Check that as well.
