My Beetle turns over, but will not run without the key remaining in the start position. What is the problem?

Just puchased the Beetle. Was recently restored but does not run (see question). I am not certain if wiring is correct, or if I have a bad component.

Is it fitted with a ballast resistor to the ignition circuit? if so check that it is not blown, otherwise check voltage is 12V at coil (+) with ignition key on run, start here.

There is no Ballast Resistor, but only got 5v at the coil. However we get no headlights, no directionals, and we are thinking it might be the relay module. What do you think?

Check for a corroded terminal at the voltage regulator, check for poor fuse connections, it will be a high resistance somewhere, if it has been laid up for some time this is usually the case, i am restoring a 71 bug for my step daughter and had similar issues after it sat idle in my work shop for a few years during the overhaul, she now has a hot pink bug that starts first time every time..
