I have voltage at the fuel pump with ignition in run. Pump is not coming on. Do I need to crank engine for pump to come on? It is an in line pump.

If you confirm voltage, then confirm ground also. If you have both, the pump should be running and it likely bad.

I have pulled the fuel pump, jumped it directly to a power source. Should the cellenoids be operating?

I don't have any wiring diagrams for that vehicle but you need to find out where the power is being lost.
