1971 chevelle malibu, running rough, not passing emissions (HC at idle at 1800 ppm). Do these seem reasonable diagnoses and charges? Questions to ask

I does sound a bit high, have you had this work done? if not i would go get a second opinion, nearly any of the parts they want to fit can cause this alone, doing the lot sound like a scatter gun approach, hit the lot at one go and hope to get the problem solved.
