Car won't start

I have a rebuilt '70 Buick skylark. All standard troubleshooting has been done. The engine was rebuilt and this is a fresh start. There is a new starter, new battery, checked for spark, checked fuel, and checked the timing. Any ideas on what might me causing me issues?

what's the fuel system? no start meaning wont' turnover or wont run?
this can be several things. If you have spark and fuel then check the compression. if it's low then check for a timing chain not installed correctly. Did it run before you rebuilt the motor? you should have 12 volts to coil on start cycle and then 9 volts when key let off to run. if it doesn't turn over then check for a bad neutral safety switch . see if you are getting power to the purple wire on the starter. if not then its' a safety switch or ignition switch problem. Is it the stock distributor or what.
