Ford Mustang Rpm Problem

When starting the car my Idle is very rough and shakes. When I turn up to RPM screw it smooths out the idle but is running at a high RPM. But when I turn it down it sounds like it is about to die and the throttle response is not like it is supposed to be. Was wondering why it is idling so rough?

CHECK FOR VACUUM LEAKS

ADJUST MIX SCREWS USING A DWELL/ TACH METER
