Volkswagen Beetle Catalytic converter Problem

The car runs fine on flat roads but barely gets up hills, bogs down and runs bad. what could cause this problem?

check to make sure the fuel pump is producing pressure within spec. Also, check to make sure the catalytic converter isn't plugging.

make sure the points are gapped to .018.

timing to tdc.

has the carb ever been cleaned out??
