I had a tire blow out on the passenger rear side, and it tore a harness completely out. I know it’s not the fuel pump, but it is beside it. What does it go to?

They don't give us the electronics locations by the area you have described, can I ask what is not working? It could be:

Fuel Level Sensor: The harness could be associated with the fuel level sensor, which provides information about the fuel level in the tank to the vehicle's fuel gauge.

Fuel Pump Control: It's possible that the harness is related to controlling the fuel pump operation, such as power supply or signal wiring.

Fuel Tank Pressure Sensor: Some vehicles have a fuel tank pressure sensor that monitors the vapor pressure in the fuel tank. The harness might be connected to this sensor.

Fuel Pump Module: In certain vehicles, the fuel pump and related components, such as the fuel level sensor and fuel pressure regulator, are integrated into a fuel pump module. The harness could be connected to this module.

Please give us more information.
