radio stopped working-where's the fuse?

I have a 2002 Jetta 1.8T that would not start due to cold weather. After charging the battery, the radio will not work. I know there is a radio code to reset the radio, but the radio will not power up. (no display). There is a small light by the volume control that blinks every few minutes, so there must be some power there. Any help?

Which position in the fuse panel is for the radio? It is unclear to me.

The light that is flashing is related to the anti-theft security of the radio. Check fuses for the radio.
