1996 Volkswagen Jetta 4 cyl Front Wheel Drive Manual 67000 miles

I just replaced the emergency brake cables on a rear drum setup. After following proper procedure in replacement, I attempted to adjust the emergency brakes inside the car at the emergency brake handle. At full adjustment, the brake still does not make contact. I pulled the tire off, the rear drum brakes are still good, and the cable is attached properly on both sides. There is no adjustment at the drum that I can see. However I'm still a good 6'' from making contact, I need to do a clutch job and placed shims at the emergency brake handle adjustment to make it work temporarily. What could cause the cable to be 6'' from making contact in this situation?
