Vehicle will not shut off with key

I have replaced the ignition switch and key switch, but the only way to turn off vehicle is unplug wires going into coil packs, even when I disconnect both battery cables it will stay running until I disconnect the wires at the coil packs

Recheck the ignition switch it seem to me the switch is not fully cycling off shutting the engine down. Why was the key tumbler and ignition switch replaced in the first place?
