2006 Other Vauxhall Models 4 cyl Two Wheel Drive Manual 39000 miles

I have recently purchased a 2006 vauxhall vivaro sportive ctdi 1, 9 deisel. Its seems that when I accelerate in second gear slightly hard it wont go over 28 to 30rpm, it also does simmilar in the 3rd gear about 30rpm. So I have to change gear. Is there a limiter on this to protect from over accelerating or is there a fault of some kind. Any advice would be appreciated before I take it in to a garage, it ticks over fine and drives smooth too, thanks. See my other little problem on steering I have put on.

It is fitted with a rev limiter
