Starting problem 98 Toyota Camry

Sometimes when I try to start my car it makes a "chee" sound and the car does not start. I retry to start and it starts. Can it be the starter? I had my starter changed a few months back by my friend.

Try a clean and tight connections at battery and starter and retry. Before we go on to other areas of the start system.

Depends on its condition-remove and clean-No corrosion on it and retry-If it doesn't help-then we'll troubleshoot the battery, alternator, and the starter control circuit.
