1998 Toyota Camry starting

I have a 1998 Camry, and when I go to start it after turing the key all electrical systems come on - radio, windows operate, etc, but sometimes it does not crank. No starter noise at all. If I try to start it 4 or 5 times it will eventually start. Is the starter going bad and need replacement?

It could be the starter, but other things too. WHen this happens, have a helper turn the key to the start position while you check for power to the smaller wire on the starter. It should have 12+ volts. If it does and the starter still doesn't work, chances are it's the starter. If there is no power, move to the starter relay. If it is ok, I would suspect the ignition switch itself.
