Hello, I have a 1989 Toyota 4 Runner with the 3.0L v6 and a 5 speed tranny and 240000 mi. The truck runs great.I had a local oil change shop do an oil change and a injector cleaning srvc. The srvc is the kind where the tech removes the air filter and sprays cleaner down the air intake tube, and they reved the engine as they did this. They then removed the vac line from the brake booster and put it in to a bottle of cleaner, then they reattach the hose to the booster. I took the truck to get a smog check and the tech could not hold a steady fast idle because the motor surged and could not hold a steady fast idle. The truck runs fine but it will not hold a steady idle from 1500 - 2600 rpm, it surges. If you rev the motor it will rev from idle(1000 rpm) to about 1500 rpm then surg till 2600 rpm, and then rev out till red line. I've checked for vac leaks and found none.I've replaced the cap and rotor button and checked for any free play but found none. Could this be the mass air flow sensor is dirty, or the tps or a idle sensor? The motor acts as though it is hitting a rev limiter when it surges. Any help is welcome

Check the IACV/TPS/MAF sensor and fuel pressure
