How do you release the belt tensioner in order to get the belt off? Any tricks to removing the water pump? Special tools?

Locate the belt tensioner and pull away from the belt then remove the belt

It is a 2002 Saturn SC2. I think it is a 2.2 liter 4 cyl.
I found the belt tensioner, but it would not release. It appears to have a lockdown bolt on top of the pivoting arm, but I couldn't reach it with any of my tools in order to loosen it.
