FUMES OF PETROL & EXHAUST IN THE CABIN

I have a SAAB 900 turbo 1985 16 valve. I have had some mechanical work done to it. The exhaust has been checked and is fine, All petrol lines and filters have been changed and checked. Yet I still get fumes in the cabin ( I thinking passing through the vents), Whilst driving and when returning to the car whilst park. The smell is strong. I have just been informed it could be the Carbon filter. I am desperate to sort this problem as I love this car.
Could it be the carbon filter? Is there any other reason why it may be doing this? Please help.
